MY take on this, is that the Professional money know that there are many many holders trapped up high in our chart (who the professionals sold to in the first place), when the retail market bought on announcement for a short term trade (in many cases).
They also know the time frame for the vote and and can guesstimate how long the formal announcement on a dividend etc. might be, so between now and then they will make every effort (without spending too much of their own money) to keep those holders on the wrong side of the market, to see if they are strong or weak holders.
They will not Cap the share price per se, I dont think, (capping means the Pro's sell into all the buyers as the bids are placed at a certain price level, creating a bar with very high volume but with very narrow spread), so if the retail market wants to take the SP higher, they will just Not Participate in any rally knowing that retail buyers alone can not sustain a rally for long (or very high), and may even sell a little bit into any rally to make it all the more difficult for the retailers to maintain it.
In My Opinion, the Professional Money want to make those trapped holders Sweat for as long as possible & shake them out if they can, & buy their shares (back) cheap, they will be ruthless in this endeavour (if I'm correct in my thinking), because there is money to be made here and everyone loves a bargain, especially the pro's, who also love to inflict pain on the retail market when they can.
The late sell off each day is the pro's taking the opportunity when it's presented to keep the market (especially the trapped holders) thinking the SP will not rise in the near future, there must be many holders who are thinking "I'll hold just a little longer, the SP must rise soon". Those trapped holders just want to get out at breakeven, or for only a small loss if possible, bit of a dangerous cat and mouse game I reckon.
You can also see on the chart that when the SP rose even a little bit, above current levels, that some holders sold out, you can see that in the volume, so you know that they are there.
