From what I understand, the CAPEX is required to build the entry road, holding area, the "A" jetty then you just need the barge to take it out to the Cape size vessels. This is all required for 8mtpa, regardless of the extra capacity.

Any additional take up of port capacity would just require (probably) an additional barge, once you have transported it to port.

So I can't see that we will spend anything more than we need for 8mtpa. We just have (hopefully) the "approval" to go to 20mtpa.
