You cannot mix the Concept between "state-owned company by CCP" and "—province- owned company or state-owned company without controlled by CCP"

There are 97 state-owned company By CCP, not including SHANDONG........ which signed a contract with WHA. A company whether a state-owned company by CCP (Central enterprises- due to translation) or a state-owned company (or a province-owned company) depends on how much ownership is taken by CCP.

A state owned company can be Central enterprises but not all the Central enterprises can be classified as a state-owned company
