I don't think that the two are necessarily related (ie, the sell down and native title clearance to drill). The APP 3y provides some explanation:
from page 2 ..
"The securities are registered in the name of Mr G Bromley’s parents, who were original seed investors. The securities were under control via joint power of attorney and have been sold as a result of Mr Bromley’s parents being in elderly care."
sounds a reasonable position/justification to me.
