I think that you may misunderstand the way in which brokers approach these situations, and have a right to approach these situations.
If someone has a strategic stake to sell, they have a right to seek out a buyer. It happens everyday in lots of stocks.
If a broker wants to sell a lump of stock from a range of holders, all they have to do is say to stockholders is 'if I can sell your stock for 50 cents or more, will you sell.' Nothing sinister in that is there?
