    The licensing fees are most probably for things like mathematics modeling and certain patents on how a game plays. E.g. Company A may have a patent on how many WILDS can appear on any given reel, and Company B wants to utilise that patent in their games. Therefore the cross licencing. It happens quite a lot in the industry. As you mentioned earlier, it's to stop the frivolous law suits.
