To me it looks like the price was pushed up to 3 cents to flush out some sellers. They then accumulate slowly until they need to bid a higher price.

If it were a pure pump and dump the turnover would be much higher. You can see most sellers are now offering in the 3 to 4 cents range and no longer accepting lower bids. That's not to say the price can't move down, but it does look like accumulation at below 3. IMO
