The major shareholder is Shagang, have never sold a share. So I don't know how they

Shagang has bought shares over the years. However the associate RGL Holdings has sold most of their shares. They always intended to sell down their stake, so there is nothing to do with trying to keep the share price down.
Pacific International has sold some shares, but is no longer an associate.
