It's most lIkely the banks and financial institutions that some people are so happy about getting involved running these bots. majority shareholders have huge influence on SP and can pretty much do what they lIke with it.
The reason nothing is done is because the puppet masters than run all things financial are also the people benefitting. The US financial authorities commission is chaired by the CEOs of all the banks they are supposed to be keeping an eye on.
