After all he was given all the opportunities on earth to prepare and present his side of the story and, according to what has been copied and pasted below, he didn't do it.

IMHO, he thought that the Dept. of Environment was only bluffing and he call their bluffs instead, but then the crunch came and he got caught out with his pants around his ankles when he received the Environmental Order.
