If I were a company intending on making a counter bid I wouldn't put it forward until the target statement is made. The current AOE is very low IMO so there is considerable room to the upside from both S/PC or a third party.
There would be no point in jacking the price up uneccessarily when an insight into director mindset is only a couple of days away.
