yeah, that makes sense. I have been a private contractor in many state governments and the level of incompetence is quite extraordinary in some places. Worst still, a lot of these places go out to the market and hire really talented people and those talented people spend all their time inventing new ways of doing things to pad out their resumes with new skills, rather than just getting the job done using tried and tested methods
