I beleive the only reason they dont make an offer yet is becasue...

    I beleive the only reason they dont make an offer yet is becasue the VWMA for VPE is far to low meaning they need to use a greater volume of scrip.

    Once VPE share price gets back above 40 cents + they can make an offer and issue much less stock than they would if they offered now.
