ThisUN note is to add further understanding about the pressures on PSA's Block S1within the Shabwah Governorate.  There is a South Yemen struggle for theirindependence led by the STC (Southern Transitional Council) and the Elites arereputable fighters (often local tribesmen) supported by the UAE. Recent actionby the Vice-President Mohsen's army up near OMV facility alludes to an alternativeconflict in Yemen riddled with a fight over Oil corruption.  At bottom is thesanction by the UN Panel of experts placed upon what would in the west be referredas an Oil Baron, Yemeni trader Ahmed al-Issa.
