I don't know Indian culture well but it makes sense from a tribal angle:
The highly respected local judge, Mishra, is involved and therefor gives it weight; but he does not hand down the judgment, so as not to have the full responsibility.
It -feels- as if it is very close.
All of this of cause is pure guess work on my behalf.
