Usually approval for additional drill locations are given almost automatically as part of the original lease agreement, in this case they were held up until such time as the EA for the whole project was completed.
I expect an announcement today or at least a trading halt until the full scope of the EA and how it affects the project schedule has been analysed by ELK and Denbury.
You never know, maybe the BLM hasn't informed Elk yet.
