One of the silliest things I've ever seen a council do was in Brisbane about 10-15 years ago. They handed out small trees free of charge to householders who wanted them for planting along footpaths. Those same trees now need to be lopped every few months as they grow higher than the power lines! Such stupidity would be hard to match.
