So having been trained as a town planner once myself, it doesn't seem at all strange. Many lawyers specialise in what one might call 'environmental law', which spans urban planning, environmental impact assessment (EIA), and so on. To this extent he should be well aware of ALL the applicable laws and regs potentially affecting this mine.
