Trump reportedly stumped by how West Wing works
Donald Trump apparently did not know he would have to replace the entire presidential staff in the West Wing upon taking office, provoking titters among the political cognoscenti. But does it really matter?
The Wall Street Journal, a sister publication of MarketWatch, reported senior aides of President Obama as saying Trump was surprised to learn he would have to bring all his own people into West Wing in January. The West Wing houses the Oval Office and it’s staffed by hundreds of people who help the president make policy and run the federal government.
The apparent lack of awareness by Trump should not come as a big surprise. He ran for president as an outsider who would shake up Washington. He’s never held any public office or served in the military and he’s lived most of his life in New York City.
Trump’s style is to set broad goals and let his underlyings work out the details. He did not show much expertise in how the federal government works during his presidential campaign, either.
In any case, Trump has experienced hands who’ll help him fill in the blanks.
Newly named chief of staff Reince Priebus has led the Republican Party’s national-election strategy for the past five years and is well versed in the ways of Washington. Similarly, Vice President-elect Mike Pence is a former 12-year Congressman and well-known insider who’s in charge of Trump’s transition team.
The wholesale replacement of West Wing staff is not a formula replicated everywhere in the world. It’s not uncommon for official residences like the White House in other major nations to retain some senior personnel even after a dramatic change in government.
The official residences in the U.K., Germany and Japan, for example, are staffed partly or largely by career civil servants who are considered experts in their particular field. They are expected to administer the bureaucracy in an apolitical manner regardless of which party in is power.
Prime ministers in the U.K. and elsewhere have moved to install more of their own supporters, but the tradition of civil-service support lives on.
In the U.S., career civil servants do run the apparatus of all government agencies such as the Labor Department or Homeland Security. Presidents are allowed to place political appointees at the heads of those departments, however.
