My prediction of what happened:
BigW have to get people into the store to also buy other things, maybe they just sell it at thin margins maybe they stock as a loss leader, maybe its just a normal price but people can't buy enough because they run low on stock.

Staff didn't like to see that because the person is chinese they are obviously reselling it to their Chinese relatives back in china for profit, whereas if it was a non-chinese looking person buying heaps then that is just a cheap skate come to stock up, will only buy 1 lot of limit-per-customer amount, not multiple ones throughout the day across several stores thus depriving other customers and making them angry or causing a fight in the shopping aisle. So they blame the Chinese reseller, someone said "Screw this, false advertisement, fake special with no stock. I'm going to kmart instead" and big-w reputation sinks further.
The workers talk to each other about it. This one time it becomes a news article like this, another time I've seen the video with a chinese guy getting confrontational to a regular shopper.

Just make more formula and raise the prices to cash in on the demand.
