They wouldn't kill the golden goose so likely would be a balancing act to keep prices high enough they maximize profits for themselves and NTU but not high enough to encourage a flood of new starters. It later on a full plant is on the cards they could always come up with a TO offer that would be hard to refuse.
Look at AJM where the product buyer likes the product so much they want to buy the company , a bit like the Remington shaver.
