NTU is not starting small by choice, they couldnt find anyone silly enough to fund the uneconomical full size project so came up with the R&D pilot plant project idea, that is majority funded be Aus tax payers, because it allows them to keep the lights on a little bit longer.
How any one can believe a 10% scale version of an uneconomical full size project is ever going to be profitable and a great investment is beyond me.
