Just to put marketman7 on the right track, the project is not on the old Aldoga Smelter site, so we can forget about the Russians etc, BGD site is to the north of the Gladstone-Mt Larcom road. The Aldoga State Development Area is 15000 ha of state land set asside for industrial projects like this one.
What interests me also as Gladstone resident & BGD share/option holder is the co-generation facility,
"The EIS will not consider:
• construction impacts of the construction of the proposed co-generation power station to be developed adjacent to the steel making facility. These impacts will be assessed by the proponent of that facility."
So this may also be why the state gov. is outwardly supportive. Recently Zerogen (state gov. owned) have accelerated their plans to build a cogen power station ,
"Following discussions with project stakeholders, an opportunity emerged to move directly to development of the commercial-scale facility."
"Funding partners for the pre-feasibility study currently include the Queensland Government and Coal21 Fund.
Investment negotiations are ongoing with a range of other potential funding partners, including the Australian Commonwealth Government, overseas governments and international corporate investors.
9. Where will the project be located?

The Queensland Clean Coal Council (QCCC) has provided in-principle support for ZeroGen Pty Ltd to move forward with a pre-feasibilty study into an industrial-scale demonstration plant.
The Qld gov with so much export coal revinue & Gladstones aluminium industry is under the pump re greenhouse gas issues. Building this project next to BGD steel mill at the same time would offset alot of negetive publicity from coal, aluminium & a new steel mill.
The above, I believe is why we see the state gov. so supportive & np news on who is building the cogen power station.
