Interlocks and OH&S for driver and public are good . Garbage truck operator probably gets out of his truck more than we think. From broken bins, tipped over ones , contaminated recycled bins , place non compliance label on them , too far from curb to reach etc.

In the last week I have seen a off road vehicle that had a old safety control on it shut down the motor when the operator left it but doesn't automatically apply brakes as they were worn and out of adjustment. No damage done but a very embarrassed operator and a few bum kicks elsewhere and he could easily have tripped hopping back in or someone in its way get injured.

It does happen.
