They are be being played with Cav, for sure, but that doesn't change the importance of the announcement one bit, ok the sales may not be forthcoming for another year or two with Termilone? but this is one of the major steps necessary for commercialisation, it can't happen without it, so in a way this P and D allows us to top up or newbees to get in at a good price!
