Hmmm. Looks very much like someone in management said "Let's have a ticker" and the coder who got the job just went with the easiest way, which was to code it on the basis of an annual average! Personally, I'd rather have their team focusing their energies on things like Connected Cost and Packages anyway, than something which doesn't produce any new business, so taking the easy way makes sense from that point of view.
To say it's not accurate tho, is probably unjustified, as someone is obviously keeping an eye on that, and has therefore adjusted the rate upwards (as @Just_a_guy picked up) in order to reflect the increase in users, and to keep pace with the actual expansion in both projects and document traffic.
Perhaps a disclaimer underneath the ticker, stating the mechanism, would have been nice.
