The market determines what Bitcoin is. If the market determines that a hard fork idea is better than the original, then the market price would increase to higher levels than the original. For example, the BCH/BTC price. Also, if a hard fork idea becomes popular enough before hard forking, an accurate indicator to see market support is the futures market.

Developers and fans can create a competing node implementation at any time. It is the market that determines whether this idea is something that the market wants

Lightning doesn't attempt to solve the Travelling Salesman Problem, and doesn't need to. The Travelling Salesman Problem requires the 'Salesman' to go to all points in the city only once, and return to his original point using the most efficient path. A lightning route simply needs to get from A to B, and doesn't have to travel to all possible destinations to do so.
Ironically, the picture given on the website highlights a blue path, which is how Lightning would work. If the picture were to show the Travelling Salesman Problem, it would illustrate trying to go to all the points in the picture once, and then returning to where it started:
