This from cara post , letter date 2nd June,
"accounted for 20 percent of the service contract, while PNOC-EC took up the rest. According to a report, the Department of Energy (DOE) has yet to approve the deal."

and from Phils announcement, 19th May,

"Subject to DOE approval, the participating interests in the Service Contract will be as follows:"

No approval from the DOE yet, so as far as this is concerned we still don't have officially the 20% . IMO
