Lol Cudeco... really? Try the rules instead rather than a submission to a Senate inquiry by a "name withheld" author. The documentation is set out in fairly readable terms as set out by RG 5, which you can find at the ASIC website. They use the term "relevant interest".
Separately, interesting to note that the Senate inquiry that the submission was taken from (in 2013) actually recommended a royal commission into conduct of the banks (well, CBA anyway). It was completely silent on terms like "loan", "borrow", "stock", "short". I'm happy to be corrected because it is a learning opportunity, but seriously, using a submission to an inquiry that appears to have been ignored in the 61 recommendations?
