    Yep, your right.... and there are probably even more pressing concerns than protecting indigenous wildlife too, but attitude and money in Asia is not what is in the West. With regards to street dogs: if their Government were competent (read if some official could get bribe money out of it), they could put out the word that every dog without a collar will be shoot...and next year they'll shoot every dog without a council tag....and the next year shoot every dog that hasn't been de-sexed. And once registered they will fine the owner's of diseased dogs. The West had the same street dog problem in the 1900 and it took a long time to get 'owners' to be responsible and that only came about thru legislation. Even if places like Bali passed the legislation, the councils are so corrupt.....they can't even manage to put decent walkways out front of multi-million dollar hotels let alone organise or even be concerned about a 'few' sick dogs.... ha...and wildlife protection....you must be joking. That's where organisations like BARC come into play....a losing battle but at least some dogs get a bit better miserable life.
