In unregulated lending markets (i.e. not bank loans) it is common to have an upfront 'facility fee' paid to the lender for the privilege of borrowing their money. It appears in this instance that the facility fee was prepaid and is refundable to VEC if the lender renegs and fails to provide the funding.
