How can they suggest where future funding would come from? How would they have any idea what so ever? That isn't an area to be covered in the report surely? If the project is feasible then the funds will come. That is up to management not Ballieu to secure and nor should they speculate because if what is anticipated doesn't come to fruition then the SP gets smashed.
