--The Australian Competition and Consumer Commission has received submissions from smaller mining companies concerned that the port allocations process at Newcastle's busy harbour could leave them without access. Chinese coal producer Shenhua Energy , Aston Resources and Coalworks have asked for the process to be made more transparent, as chief executive of Shenhua Australia Zhang Zhiming said this would "discourage any activity that may give rise to hoarding of capacity."
