Sounds more like they screwed up the aircraft allocation, and boarding staff were asleep at the wheel. ATC would have been none the wiser, as the call sign would have matched the destination. It's hard to imagine that they weren't aware of the stuff up during flight but decided to keep going. The aircraft would only have been fueled for it's planned destination.
