No Drummerted, I am referring to reconnaissance permit (Section III). A prospecting licence is covered further down in same document in section IV.

Prospecting licence

1. Subject to the provisions of this Part and section 4, the Minister may issue prospecting licences, to any applicant who makes application pursuant to section 20, for the carrying out of prospecting in any area of Solomon Islands, where the Minister is satisfied that-

(a) the applicant has adequate financial resources and the technical competence and experience to carry out effective prospecting operations; and

(b) the proposed prospecting programme is adequate for prospecting.
