I thought I would add to this by looking at the current process our neighbour is doing as per the EPA website. With our neighbour the EPA concerns are around flora and fauna through land clearing and the hydrological regimes around protection of water etc - which are common across most mining projects btw. Doesn't appear overly complicated when compared to other environmental approvals processes on their website - TMT have gone through Stage 2 so addressing now the EPA issues at Stage 2 assessment before they can get final approvals.
If you go to the link you can see what TMT has already submitted at Stage 1, and what the EPA is requiring further work from TMT at Stage 2.
For TMT:

Go through Windimurra to understand the 5 stages of EPA processes (note Windimurra doesn't appear to have been required to do stage 3 btw)

And compare to a really long EPA process like the one below for the 5 stages - just compare the stages and size of EPA reports/investigations above to these two below:

And have a look at the public consultation processes of the above - some are very detailed requirements the EPA wants you to look at or does, but for TMT doesn't appear a very stringent public consultation process. For some projects , I recall the EPA would actually do a public consultation process and ask for public submissions it would consider in the project assessmnet, but doesn't look like the EPA has put the full ambit of its powers for TMT (which bodes well for AVL and timing).
For the record, I didn't find any information for AVL's project on the EPA website, so assuming AVL is still yet to do stage 1. They need to get a move on so that the 2021 production start date becomes a reality. Would be interesting whether they have submitted Stage 1 and whether my googling is just poor in that regard.
For AVL, looking at the links above for TMT and Windimurra will give you a guide on what the EPA would most likely be seeking to do with AVL's proposal. AVL may be wise to understand those EPA concerns at the outset for those two through looking at those reports to further shorten the EPA process IMO (assuming AVL doesn't have endangered flora and fauna on its lands etc etc)
