    Not too sure. Clearly Leighton is arguing that fact.

    But if the Takeovers Panel are not assisting Leighton they might believe it has no effect. The Panel are their to bring order, reasonableness to takeovers and to ensure it's all fair.

    I could be wrong bit that's my take on it.
