I don't want to speak for them but I don't think they said that at all. They were specifically disagreeing with (based apparently on a wealth of personal experience) that low IRR is not the only deciding factor and that low IRR projects do get financed IF they can lock down some of the variables (such as a solid offtake with a large partner that encompasses floor price which removes some uncertainty around getting their money back).
I don't want to speak for them but I don't think they said that...
