It is quite obvious what Jd has said has clearly eluded you and gone straight over your head. It is quite simple metrics the Jd gave you, the mining industry moves in not quite so mysterious ways when mineral prices and currencey rates are against them perhaps if you invested in and took an interest you would have noticed.
Last I heard not every mining project on the world closes down when the cyclical nature of the industry turns as it does. And while I having a little natter perhaps you can explain as I have demonstrated in the past why only one nickel laterite project in the world went into Care and Maint with depressed prices but multiple nickel sulphide mines inclusive of Tier 1 producers went into C&M?
Maybe you can ask the Canadian Gold mine expert Pulp?
