I wouldn't place too much emphasis in Clive's statements at the moment, this is the same guy saying that sucessive Labour and Coalition govs have sold to the Chinese airports and shipping ports so they can invade Australia. Also he is running for the federal seat of Herbert that emcompasses Townsville.
To restart QNI would require $300-400M dollars min. Forget that little quite a few months ago tryinv to say 80-100M. All the HFO (heavy fuel oil) lines from port have collapsed and holed from Port of Townsville as reported around two years ago, these fuel lines supply the heavy fuel oil that power the QNI power station and provide the fuel for the roasters. When they collapsed Clive said they are not his and Qld gov said not theirs and will mot pay for ressurection. The tails dams have overflowed during heavy rain events over the last two years meaning they are not compliant to envioromental and operating laws meaning massively expensive redesign and expansion , to comply with the two requirements the tails dams must be able to withstand 100yr rain events. As reported in mining publications and newspapers during the entire time Clive ran the plant the sustsining capital and maint budgets were slashed by 50% min and in some years 80%, this means many of the process pipe and tanks have not been replaced after NDT thickness testing showing minimal wall thicknesses. I have also been informed many parts of the plant were not shut down in a orderly fashion to allow a care and maint team to properly preserve plant ie some parts of plant were just shut down online meaning many tanks and pipework are now full of solidified product and mud.
Then on top of this they have to try and convince a company in New Caledonia to start reselling raw ore to them (QNI) aftering shafting them from when they went into administration and not paying the bills and leaving the contract in the lurch and the New Caledonian companies scrambling to find Chinese buyers for their product. Then to compund the raw ore problems Glencore own the ore offloading and conveying systems QNI utilise to transport raw ore from the ships yo their plant, there is currently a court case involving Glencore and QNI where QNI is battling Glencore to prevent them from dismantling this network. Glencore wish to dismantle and expand there concentrate exporting system.
After the election I do not think you will hear to much more about QNI restarting operations.
