it happens all the time but that doesn't mean it shouldn't be punished when it is exposed if it breaches Australian law, this is particularly controversial obviously because the funds went to Saddam and now we are in a messy situation in Iraq and look like dills. We are being hoisted on our own petard by other countries eg Canada after always bleating about lack of fair trade.
