No, the systems are not unique. Anyone with money can set them up. However, what the competitor needs to do to replicate FLT is to have the same incentives system implemented consistently over multiple sites and to persist with this system over a period of time until the losers are weeded out and the winners emerge. This is much more difficult to accomplish than imagined at first sight.
Based on the figures in Australia, I do believe there is a ceiling to the benefits of scaling. Fortunately, apart from scaling benefits, FLT also benefit from demographics, and the continuing reduction in relative costs of travel. Of course, if I am proven wrong and the benefits of scaling continues, I would not be quick to complain.
