The potential is there. always has been.
The major obstacle is the connection to the power grid in the Philippines. Until this is resolved and confirmed by the draw-down of the bank funding from DBP, then the SP will languish.
Its more than two years now since EWC said that the draw-down of the bank funding was imminent. Hopefully it will happen sometime in my lifetime!!
