i would assume plugging a well to mean infilling a well
for example, this atocha well was previously drilled by shell, they then plugged the well with concrete to ensure its integrity so it can be used at a later stage....in this case plugging would mean filling it in
i would not think that plugging a well would refer to fixing a well, but i could be wrong!
