As the article states the power costs are a considerable concern to Indian alloy smelters who cannot compete with the cheap power of Sarawak, Malaysia. Indonesian power is almost twice the price of Indian power, then you'd have to be a donkey not to understand this basic principle.
Obviously the head in the sand approach doesn't make the power price cheaper.
