I emailed the ASX asking about the trading in DOW. This was their response:

Your observations in relation to DOW have been passed onto ASX Surveillance.
Please note ASX Surveillance routinely reviews trading prior to large price movements which are caused by positive or negative Company Announcements such as in this case. Downer EDI released a negative announcement on 1 June which resulted in its shares falling 27% overnight. If there are indications of insider trading in DOW then further action will certainly be taken
Surveillance notes that the Contractors/Engineers sector has moved lower over the last few weeks due to weak international markets. Many other stocks in the same sector lost about 20-40% in the period, and some of the larger losses were suffered by MAH, IDL, NWH and WDS. Recent downgrades were from NMS (21 Jan), WOR (13 Jan), NWH (10 Feb), WDS (27 April) and SDM (29 April). Overall, DOW appears to be moving in line with its peers and the large falls after 1 June were due to its announcement.
