“in order to place the joint venture in a better position with which to confidently commit to Phase 2 of the drilling program”
That says that without the additional holes the JV partners are NOT confident with proceeding to Phase 2 i.e. initial holes have not provided enough evidence to justify proceeding to Phase 2
