Your answer is in what you wrote - despite being neither a Lawyer nor a punter, I'm pretty certain any action against "whoever is manipulating the market" is doomed to failure and my biggest concern today is that Julia and that smug w@nker Swan will read about Cyprus and think that would be a good idea here.
