ANother weapon to tackle this is to insist that equitable brokerage costs are applied. The problem of course is the borker house would be happy top charge it to itself but the clearing house could impose a charge. This then would be a disinsentive for creating false high volume (churn).
At the root of this is of course the fact that they have let loose a trading mechanism which is poorly understood and therefore hard to regulate.
