I'm using the BellDirect integrated chart tool. They've historically adjusted the price to account for capital returns. Also realised that I didn't post that 5-year daily chart...

Green boxed zone is historical resistance (17-18c) and the red box is significant support (14.5c). The black box is the accumulation zone, a lot of the volume occurred here. This accumulation zone is a very important support level and exists between 10.5c and 13.5c. The most important zone within that trading range is the 11c-11.5c zone (15c pre-capital return). 

The Bollinger Bands around the volume chart shows that recent volume is significant but also influenced by that strange 30m share cross trade in late 2018. If a breakout occurs, it would require a higher volume to confirm a new trading regime. 

MACD with a long run perspective is positive (obviously) the lagging moving average (200 is still sloped upwards). 

The RSI has rebounded from the overbought range which is consistent with history. It is existing above the 200SMA, 50SMA and 20SMA so a small retrace in both price and volume would be expected at this point. But you can expect that the RSI should rebound from the 200SMA. That has a time horizon of about 2-3 weeks. 

Looking at the shape of price movements (late-2007 to now) a cup looks like it has formed. A handle would confirm a bullish set-up. The large orders sitting at 14c show me that that could be the bottom of that handle. 

All of these movements suggest that CHN is moving on expectations for good results in Canada (which looks more imminently promising than Victoria) and increased focus in Victoria.
